JOHANNESBURG — A Western Cape High Court began hearings on Monday over the constitutionality of South Africa’s new Expropriation Act. The Act, signed last year to allow seizure of private land for public interest (even without compensation), is being challenged by opposition parties (DA, IFP) and lobby groups. Plaintiffs argue it violates property rights under the Constitution; government lawyers argue it targets only unused land.
